New York Land Opportunity Program for Mission-Driven and Faith-Based Organizations

LISC NY has partnered with Mission-Driven Organizations (MDOs) and Faith-Based Organizations (FBOs) to promote community and economic development for many years. MDOs and FBOs often provide much-needed services to their communities. These services include housing, feeding those in need, helping individuals find stable family-sustaining employment, building up businesses to create jobs, providing wrap-around mental health services, and improving community safety to help stabilize neighborhoods.

MDOs and FBOs have several vital resources that contribute to these goals, including:

  • Community Relationships & Leadership
  • Land in High Opportunity Areas
  • Tax-Exempt Status
  • Organizational Time, Volunteers, and Finances & Land

The LISC NY NYLOP focuses on helping MDOs and FBOs use these resources to develop affordable housing on their vacant or underutilized property. LISC NY is soliciting interest from up to 10 MDOs or FBOs who have an interest in developing their property. After an initial review and screening process, we will invite organizations with the best chance of success to submit a formal application to participate in the program. LISC NY will review responses to the formal application to select at least three organizations to proceed with developing conceptual plans. Once these plans are completed, LISC NY will choose at least one organization from this cohort to issue a Request for Proposals to select a Master Development Partner to partner with the MDO or FBO to bring the conceptual plan to fruition.

Technical Resources

LISC NY, through its NYLOP, will provide technical assistance and financial support to at least three organizations to enable them to develop a pathway to selecting a Master Development Partner. In addition, LISC NY has engaged a development consultant who will assesses the organizational and development capacity of the participants to determine their technical assistance needs. Technical assistance may include legal, zoning, and architectural services. LISC NY will also work with local community organizations, city and state agencies to ensure a holistic development approach.

(OCDC) invite qualified firms to submit responses to this RFQ to serve as the Co-Developer to redevelop sites located at 125 East Third Street, 131 East Third Street, 147 East Third Street, 139 East Third Street, 141 Franklin Avenue, 153 Franklin Avenue, and 154 Franklin Avenue in Mount Vernon, NY.  LISC NY selected OCDC to participate in the 2023 cohort of the NYLOP.  Interested respondents must submit their responses per the guidelines outlined in this RFQ by Monday, Dec. 9, 2024, at 3:00 p.m. ET and must be submitted via the online application portal. RFQ: LISC NY Seeking Co-Developers For Various Site Redevelopment Projects Across Western New York and Downstate New York

Seven organizations were selected to participate in the 2023 cohort of their New York Land Opportunity Program (NYLOP). Respondents who wish to serve as Co-Developers for five of these organizations are being requested to submit qualifications. The purpose of this RFQ is to request qualifications from qualified Respondents to serve as Co-Developers with two Western New York and three New York City MDOs/FBOs. The Co-Developer will partner with these MDOs/FBOs to develop affordable housing on land owned by these organizations. Interested respondents must submit their responses per the guidelines outlined in this RFQ by Monday, June 10, 2024, at 3:00 PM ET and must be submitted via the online application portal.
